This idea began its life as many ideas on this site do, as a proposal by me for discussion in the staff forum. The purpose is to increase the availability of clans for new PCs. It's a simple program, but should be effective in replacing characters that are not played with ones that are.

Adoptable -> New PC Trades

In clans that are opened under this rule a new PC gets approved and that approval is followed promptly by the elimination of one of the outstanding adoptions.
